Usage Based Charging System

Our customer is a global IT service provider, one of the most recognized companies in the IT community.

Project Overview

The Usage Based Charging System (UBCS) is the result of a world–wide initiative of our customer to charge consistently IT costs to its corporate units and to have these charges posted in the country ledgers. The system is in essence an accounting application that was developed in the 1990s in Australia and later transferred to the French division of our customer for further development and maintenance. The system aims to ensure a fair and equitable charging mechanism based on the measurement of actual service usage by the company divisions. Therefore, the company's business units are able to understand and optimize their costs.

To support the UBCS business requirements, the following two applications are to be maintained:

  • Business Data Warehouse that supports the charging metrics and related data
  • Information Warehouse that supports the reporting requirements.


UBCS is based upon the adoption and implementation of world–wide IT standards identified in the Service Costing Definition. The document defines service costs, metrics, methodologies, types of services, and business geography.

Project Execution

IBA joined the project in 2003. IBA contributed to the development of numerous UBCS versions. In 2009, IBA developed and installed the following three new UBCS releases.

 1.  Release 570 with the following new features:

  • Business codes were aligned with report categories to optimize the search and viewing of all or active records
  • Problems were solved with payment charges for certain user categories
  • A number of obsolete metrics were deactivated, relieving network traffic and reducing operation time
  • Data filtering mechanisms in the Information Warehouses were modified
  • Input data processing mechanism was changed resulting in quick registration and processing of data from difference sources.

   2.     Release 575 with the following new features:

  • Monthly procedure performed by the coordinator of the accounting datasheets was automated
  • Data transmission process from UBCS to Information Warehouse was automated
  • Processing of new metrics was implemented.

   3.     The recently developed Release 580 is currently undergoing acceptance tests on the customer side.

Project Results

IBA has been providing high quality maintenance for the Usage Based Charging System. The team has released 15 UBCS versions with 50 modifications and is currently working on the 57th UBCS version.

IBA has contributed to a better efficiency and reliability of the system performing deep analysis of customer requirements, making appropriate changes, and testing thoroughly the new versions. A customer representative said: ”I would like to thank you all for your actions during this session : I asked you to do a lot of different tasks and receive always an answer asap, allowing me to progress for user testing session when I had a lot of manual tasks to perform…”
