Background

A leading CEE-based oil and gas holding operates the full upstream-to-retail chain: geological exploration, oil and gas production, refining, oilfield services, R&D, the retail fuel network, and IT and telecommunications services.

At the start of the program the holding ran 21 separate enterprises and 11 subsidiaries spread across the CIS and Latin America — a footprint that imposed five sets of local statutory, fiscal and reporting requirements on top of the consolidation needs of the group.

Challenge

The CEO’s concern at the entry point was not technological. It was a business-financial problem: working capital frozen in over-normative material stocks, an annual procurement budget that kept growing, and yet investment projects — exploration, new fields, retail network expansion — were systematically delayed because the right materials were not on site at the right time.

Three root causes surfaced quickly during joint discovery:

  1. Investment project planning, monitoring and supply orchestration were disconnected — and supply was always the variable that broke.
  2. The procurement function executed against demand specifications that were ambiguous: the items requested were not the items actually needed, leading to wrong purchases and rework cycles.
  3. Underneath both — a master data problem: the catalogue of roughly 800,000 material items contained heavy duplication; identical materials lived under different codes; group-level stock visibility was an illusion.

Solution Overview

We were brought in at the earliest stage, alongside the executive team, with the brief to define the right architecture and the right sequence of projects. The principle we proposed — and that the client adopted — was that each stage had to deliver a measurable business effect of its own, while building the platform for the next.

This is the operating model we apply consistently in oil & gas transformations of this scale, and it is the reason a three-year SAP S/4HANA migration was feasible later: by the time the second wave started, the operational backbone, the data, and — equally important — the executive sponsorship were already in place.

IBA Group delivered the transformation in two waves:

Rather than implementing SAP S/4HANA immediately, the program first established a Master Data Governance foundation before executing a SAP S/4HANA Bluefield migration.

Why is Master Data Governance important before SAP S/4HANA migration?

High-quality master data reduces duplicate records, improves procurement accuracy, enables reliable reporting, and significantly lowers migration risks.

This phased approach reduced project risk while delivering measurable business value throughout the transformation.

Wave 1 – Building the Master Data Governance Foundation

During the 1st wave, the IBA Group team:

  • Built the centralised Master Data Management capability on SAP MDM / BPM / NetWeaver Portal / Process Orchestration;
  • rolled out SAP ERP (MM / LE / DMS) for materials and procurement;
  • deployed SAP ERP (IM / PS / FI-AA) for investment project management and asset accounting;
  • stood up SAP BI for cross-functional analytics.

Local statutory accounting was intentionally kept in legacy systems and integrated via SAP PO — a deliberate sequencing decision to focus the first wave on operational impact rather than fight a centralised accounting battle prematurely.

This was the client’s deliberate decision to keep its existing accounting-automation system for this stage; as technology partner we built a comprehensive integration layer between SAP ERP and the non-SAP financials application.

The pattern is not unique — many customers adopt SAP as the backbone for management accounting and operations while choosing to retain their local accounting systems, and we know how to deliver exactly that.

Wave 2 – SAP S/4HANA Bluefield Migration

Once the business foundation had been established, IBA Group completed a SAP S/4HANA Bluefield migration.

SAP S/4HANA became the company’s digital core supporting finance, treasury, budgeting, procurement, HR, analytics, reporting, and enterprise planning across all business units:

  • Embedded BPC for budgeting;
  • SAP FM for funds management;
  • SAP TRM for treasury and risk management;
  • S/4HANA Finance for statutory and tax accounting;
  • SAP Controlling for management accounting;
  • Flexible Real Estate for real estate management;
  • IFRS parallel ledger for fixed assets, intangibles, and construction in progress;
  • IAS 29 hyperinflation accounting for Venezuelan operations;
  • Embedded BPC for group transformation and consolidation;
  • SAP SRM, now SAP Ariba, for tenders and procurement procedures;
  • SAP HCM for centralized HR;
  • Embedded analytics in SAP S/4HANA for operational reporting, with SAP BW retained for selected group consolidation use cases.

The resulting platform supported:

  • 161 business processes
  • 21 enterprises
  • 1,650 active users
  • approximately 50,000 daily transactions.

Considering an SAP S/4HANA Migration?

Data Quality is Part of the Project, Not the Customer’s Problem

This is the conviction that, in our experience, separates SAP programs that deliver business value from those that deliver a technically correct system on top of a fundamentally broken information base.

Our client’s executive team initially saw master data as a back-office hygiene issue. The breakthrough came when the CEO connected the dots between duplicated records in the materials catalogue and bad management decisions: if the same pipe sits under three codes, planning, procurement and warehousing all act on three different realities, and no amount of process redesign will recover the gap.

We took on data quality as a deliverable of our program. The IBA Group team developed the methodology of parametric identification — every supply item is described by its functional characteristics and their values, not by free-text naming. We built the classifier and the templates per item group; the client’s specialists then executed normalisation against our methodology.

How did Master Data Governance improve procurement?

Standardized material data eliminated duplicate records, improved warehouse visibility, reduced excess inventory, and enabled more accurate purchasing decisions.

The result was a reduction of the materials catalogue from approximately 800,000 records to 80,000 — a tenfold compression of the catalogue, and, in the words of the Deputy CEO for Supply, a near-zero procurement year that followed: the company discovered that almost everything it needed was already on the shelves, simply not findable under the old data.

We have since productised this capability. Our data-quality toolset combines the parametric methodology with AI-based classification and matching, which dramatically lowers the time and cost of the normalisation work itself — making the same level of data discipline accessible at a fraction of the historical engagement size.

In the era of the agentic enterprise and machine-to-machine procurement, this catalogue-grade data quality is no longer a nice-to-have: it is the precondition for any AI agent that has to identify, compare and act on items in a real industrial context.

A practical proof point: when go-live happened, the CEO of the holding wired manager bonus KPIs directly to non-liquid stock levels on day one. He had wanted to do that for years; he could only do it once the system could give an unambiguous, instant answer to the question “why is this item sitting on the shelf?” — and that became possible because the data underneath the system was finally clean.

Bluefield: Migration as a Moment of Transformation

When the client moved to S/4HANA, the natural-looking option would have been a Brownfield in-place upgrade — preserve the ERP investment, lift it onto S/4HANA, move on. We recommended the Bluefield SAP S/4HANA approach (a Mix&Match hybrid: a new S/4HANA installation, with selective migration of configuration, code and only the data that must travel) and the client agreed.

This is the recommendation we make consistently for complex SAP estates:

  • A Brownfield migration carries the technical debt — custom Z-code, dead enhancements, obsolete configuration — into the new platform and locks the organisation away from much of what now comes “in standard” with S/4HANA.
  • A Greenfield migration  throws away the operational know-how that the existing system encodes.
  • A Bluefield migration preserves what is genuinely valuable, drops what is no longer needed, and uses the migration as the moment to close functional gaps and adopt new standard capability that was either unavailable or too expensive to build in the legacy estate.

Why choose SAP S/4HANA Bluefield migration instead of Brownfield or Greenfield?

Bluefield combines the advantages of both approaches by preserving valuable business configurations while selectively modernizing processes and migrating only the required data.

In the client case execution:

  • configuration and code from the proven materials management and investment-projects scope were carried over and adapted on the new platform;
  • unused functionality was excluded;
  • new functionality — centralised finance, controlling, real estate, IFRS parallel ledger, group consolidation, treasury, SRM, HCM — was implemented on standard S/4HANA;
  • data migration was deliberately limited to opening balances and critical open positions, after a full historical transactional reload was assessed and rejected as non-economic.

The result is a single platform covering 161 business processes for 6 lines of business across 21 enterprises, with ~1,650 active users and ~50,000 daily transactions — delivered in three years.
